Lieutenant[note 1] Jackson Carrs[1] is a character in the Grand Theft Auto series who appears as a main character in Grand Theft Auto Online, as part of The S.A.H.P. Update.

History[]

Little is known about Carrs' early life, other than that he was born in San Fierro. He claims to have a history degree, and that he is the SAHP's official historian.

Carrs temporarily worked for the San Fierro Police Department, believing the job to be simple due to San Fierro's relative lack of crime, but quickly resigned after learning that several high-ranking members of the department, primarily those of the SFPD First District Station where he was assigned, were corrupt and led the SFPD in a manner comparable to actual criminal organizations.

Carrs promptly joined the San Andreas Highway Patrol, where he quickly rose to the rank of lieutenant, apparently due to the SAHP's lack of experienced senior officers. Carrs claims to have an SAHP Marksman Certificate, and it is implied he was once part of the SAHP's tactical unit.

Events of GTA Online[]

In 2022, the San Andreas state government orders the San Andreas Highway Patrol to allocate resources to Southern San Andreas to assist local police in dealing with its increasingly high rate of violent and organized crime. Carrs is picked to lead the Los Santos Division after its former captain dies after overdosing on recovered narcotics.

Carrs first contacts the player by calling them after they reach or pass Rank 100 and own at least two Properties. He requests that the player go to Mission Row Police Station. When they do, Carrs arrives and enlists their help within the SAHP, warning that, should the SAHP fail to restore order within a month, the government will deploy the FIB, IAA, NOOSE, and possibly even the military to forcefully restore order.

After the player helps Carrs by stopping the Yakuza's expansion into Los Santos and defending a sheriff station from an attack, Carrs learns the real reason for the spike in crime: Merryweather is fueling criminal organizations in San Andreas to make the police—and especially the SAHP—look "more ineffective than they actually are", leading to their eventual abolition. However, instead of "those social program replacements you hear about in street marches", Merryweather plans to simply replace law enforcement in the state with themselves and go after anyone they deem an enemy, the player's criminal empire being at the top of their list. After assassinating a corrupt police captain, defending a police convoy from a coordinated attack, and providing air support while apprehending a drug lord, Carrs and the player stop Merryweather's plans and clear evidence of the player's collusion with the SAHP.

Afterward, Carrs informs the player that the state government will not be forcefully restoring order after all, as the federal government informed them that each agency they requested already had a major presence in the area, with a passive mention that it was unconstitutional anyways. Carrs also informs them that he has been promoted to captain, meaning he no longer has to work boots-on-the-ground anymore. He thanks the player for helping him, reluctant on their part or not, and tells them he has left them a gift at La Mesa Police Station, where he has been assigned.

Later, Carrs may call the player for help with certain emergencies. Upon completion of these missions, Carrs will give the player $312,500, and the .38 Snubnose will be unlocked in the player's weapon wheel. Police-themed liveries for the Stanier Cruiser Custom, Premier Classic, and Noire will also be unlocked.

Personality[]

Carrs is an honest "by-the-book" cop. His mannerisms are very laid back and informal for a high-ranking law enforcement officer. Save for the player, Carrs has a great dislike for criminals, especially those within organized crime. He especially detests corrupt law enforcement officers that "misuse their corruption" for power or personal gain instead of the greater good (the latter being what he claims to be doing with the player). He also has a strong disdain for private emergency services and private military companies, believing both should be provided by "a government that does wrong sometimes, and not a greedy corporation that probably does wrong more often".

Despite being assigned to Southern San Andreas, Carrs does not seem to like the area, nor does he like the LSPD nor the LSSD, calling them "corrupt", "mismanaged", and "brutal", with one line of dialogue implying he was assaulted by an LSPD officer while off-duty. Despite this, Carrs does seem to show concern for the local police officers: if the player gains a wanted level during his missions, he will ask the player not to harm the responding officers, advising them to simply evade the police instead. However, he will not attempt to stop the player from harming police officers, and, outside of SAHP - Ride-Along, doing so during his missions has no repercussions.

Carrs seems to respect the player and enjoys their company, despite the two of them being on opposite sides of the law. He trusts the player and enlists their help completely unprompted and apparently also out of respect. Despite this, Carrs is not always supportive of the player. For example, if Carrs' Warrant Squad service fails to kill a targeted player, he will text the player to chastise them for endangering the lives of his officers.

Carrs is added to the player's Contacts after completing SAHP - Ride-Along as host for the first time. He offers a wide range of services to assist the player, many of which are generally less-costly variants of the services offered by Lester. Each service costs a specific amount of money and is unlocked once a specific rank has been reached.

Cops Turn Blind Eye Cops will ignore any crimes you commit for a short period of time. Once payment is received, the player can commit any crime they want for 5 minutes without receiving a wanted level. If multiple players are in the same vehicle at the time of the call, only one player must use this for the cops to run a blind eye for everyone in the vehicle. They can still get a wanted level if they share a car with a player who has a wanted level. If the player is in an Organization or Motorcycle Club, this effect will also apply for the player's associates. $5,000

Request Cop Car* Temporarily acquire a police vehicle. Carrs will retrieve a police vehicle (either a Police Cruiser, Police Buffalo, Sheriff Cruiser, Sheriff SUV, Unmarked Cruiser, Police Bike, Police Buffalo STX, or Police Gresley) for the player's use. The cruiser will typically spawn outside the nearest police station. The player can take it without it counting as a stolen vehicle or gaining a wanted level. After 24 in-game hours, the vehicle will automatically shut down, and Carrs will call the player to inform them that the police are reclaiming the vehicle. $1,000 110
Call Backup* Request a team of Cops to assist you. Carrs dispatches a team of SAHP officers to assist the player in combat. Six SAHP officers, armed with Combat Pistols, Carbine Rifles, SMGs, and Pump Shotguns, and driving Police Buffalo STXs or Police Gresleys, will arrive and attack anything that poses a threat to the player, including enemy NPCs and hostile players. They will remain with the player for 2 minutes and 30 seconds before leaving. $4,500 115
Warrant Squad* Choose a player to be attacked by a police squad. Carrs dispatches a team of SAHP officers to attack and eliminate a chosen player, similar to the Facility Strike Team service and Merryweather's "Call Mercenaries" service. The officers spawn in three groups of four officers in two vehicles (using the same equipment as those from the Call Backup service, but driving Unmarked Cruisers, FIB Buffalos, FIB Grangers instead) and will continue coming until the targeted player is killed. The officers will cease their attempts to attack the targeted player if the player manages to outrun them, fight them off, enter a Property, or enter Los Santos Customs for more than 1 minute. If the officers succeed in killing the targeted player, Carrs will text the player to confirm it; if the officers fail, the player will be refunded the full cost of the service. $6,000 120

Trivia[]

  • Carrs will comment on the player's Personal Vehicle if it is an emergency vehicle, asking them where they got it.
  • During SAHP - Ride-Along, if the player sets the radio station to Music Locker Radio, Los Santos Rock Radio, or Non-Stop-Pop FM, Carrs will nod to the music, implying he enjoys these radio stations.
    • These are also the default radio stations for the Stanier Cruiser Custom.
  • Despite being police officers, killing or otherwise provoking the officers from the Call Backup and Warrant Squad services will not give the player a wanted level.
