The Medalla Cartel (Spanish: Cártel de Medalla) was a powerful Colombian drug cartel from the city of Medalla, Colombia. Founded by Eduardo Perón in 1975, the organization was widely considered as the first modern "drug cartel". They were responsible for almost 80% of cocaine supplies during their height from late 1970s to mid-1980s. They were operated in Colombia, Panama, Peru, the Caribbean, and the United States. They were wiped out in 1993 following a special operation by Colombian police force.

The Medalla Cartel is loosely based on real-life Medellín Cartel. They are mentioned numerous times in the Grand Theft Auto series, including in Light & Shadow and Gangland.

History[]

The Medalla Cartel began as a contraband smuggling syndicate run by Eduardo and Augusto Perón in the early 1970s. It was not until the late 1970s, when they started producing and trafficking cocaine, that the organization adopted a formal hierarchical structure.

Eduardo “El Emperador” Perón[]

Loosely based on Pablo Escobar. Popularly known as "The Emperor of Cocaine". Founder and leader.

Augusto "El Tranquilo" Perón[]

Loosely based on Gustavo Gaviria. Eduardo's younger brother, right-hand man, and the cartel's second-in-command. Quiet and low-profile, managing the cartel's smuggling network and financial from Nueva Roma.

Vicente Ortega[]

Loosely based on the Ochoa brothers.

Filomena “La Reina Blanca” Montoya[]

Loosely based on Griselda Blanco. Drug lord in Vice City.

Gerónimo Rullán[]

Loosely based on Jorge Ayala. Car thief from Brannigan turned assassin and emissary to Filomena Montoya. Two digits of killings on his record.

Juan "El Rubio" Strickler[]

Loosely based on Carlos Lehder. Pilot and smuggler. Responsible for transporting tons of cocaine between Colombia and the United States through his plane.
