The Ruiz Cartel is one of the two main drug cartels operating in Venturas, the other being a rival gang, the Badillo Cartel, lead by Ernesto Badillo. Prior to the events of the game, it is stated that ever since the Ruiz and Badillo cartel showed up in Venturas, the amount of tourists and visitors took a nosedive.
