Scotty O'Sullivan features in Grand Theft Auto: Gangland.

Chief Constable Scott Niall O'Sullivan, also known as "The Raven", is the authoritative figurehead of the Eden City Constabulary, overseeing the national police service of New Zealand with an iron grip. He also serves as the Commander of the Anti-Defiance Squad (ADS), directing high-level operations against the country's most dangerous criminal organizations.

In addition, O'Sullivan holds the powerful position of elected head of the Eden City Provincial Council, cementing his influence in both law enforcement and local governance throughout New Zealand. Under O'Sullivan's leadership, Eden City has seen significant reductions in organized crime activity, though at the cost of increased tension between law enforcement and the populace.

Personality

O'Sullivan is a sharp and charismatic individual with a disarming sense of humor that makes him approachable even in tense situations. Beneath his affable exterior, however, lies a man hardened by years of service in high-stakes environments. His experiences, including multiple life-threatening incidents and harrowing operations, have left him deeply affected, though he rarely shows it outwardly.

Appearance

O'Sullivan has fair skin, piercing green eyes, and a rugged yet composed demeanor. His short-cropped blonde hair, usually tucked under his tactical helmet, frames his face along with a neatly trimmed beard that adds to his authoritative presence. His facial features are distinctly Caucasian, reflecting his mixed heritage as the son of an Irish father and a New Zealand European mother.

His expression always carries a mix of weariness and determination after years of service in high-stress environments. He has a scar on his left trapezius muscle, both front and back, from an old gunshot wound in 2003, permanent reminder of his dangerous line of work. Over his heart, he proudly sports a tattoo of the New Zealand flag, symbolizing his unwavering dedication to his country.

History

Early Life

Scott Niall O'Sullivan was born in Ireland to Ray O'Sullivan and Regina Stuart, but his family emigrated to New Zealand—his mother's home country—when he was just two years old. They settled in Excelsa Coast in his grandparent's old home, situated in one of the most prestigious and affluent neighborhoods in Central Eden, Eden City. Known for its central location, excellent amenities, and high property values, Excelsa Coast offered the family a comfortable and aspirational lifestyle. Thanks to his maternal grandparents, who were wealthy property developers and longtime residents of Excelsa Coast, Scotty grew up with access to quality education and a secure sheltered environment.

From a young age, Niall displayed natural athleticism and leadership qualities. At Worthwool School for Boys, he quickly earned a spot on the rugby team, where his dedication and skill stood out. By his senior year, his charisma and hard work led to him being named team captain as well as Head Boy of the school prefects. Academically, he excelled with the help of tutoring and graduated at the top of his class from one of Eden City's most prestigious schools. His achievements earned him an academic excellence scholarship to Eden University, where he pursued a Bachelor of Arts in Psychology, though he also continued to play for the rugby team. To support himself through college, as he wanted to earn his keep rather than leech off his parents, he worked as a security guard at Amethyst Nightclub, a high-end establishment catering to Eden City's elite.

His role as rugby captain and his involvement in school leadership activities reflected his growing desire to take on challenges and lead others. These formative years laid the foundation for his unwavering dedication to serving and protecting Eden City as a police constable.

Constable Career

Scotty O'Sullivan is a beacon of light shining in the darkness and the meaning by that idiom is he is one of, if not the only non-corrupt New Zealand police figure in the entire justice system. Unlike most armchair police officers, O'Sullivan has served in military combat situations most of which are blacklisted from public access.

For most of his junior years as a beat police officer, he worked vice and narcotics, specifically targeting the evil drug "marijuana".

Patrol Constable (2003-2008)

2003

November 25, 2003 - The White Downs Shootout

It's a quiet night on the streets of South Eden, the kind of uneasy silence that sits heavy in the air. Officer Scotty O'Sullivan and his aged partner, 49-year-old Virgil Manning, roll up to a home in White Downs in their ancient 1988 Maibatsu C3000 Patrol Vehicle. A domestic disturbance call. It's supposed to be just another run, something they can handle in their sleep.

The cruiser comes to a stop twenty feet from the home. Virgil leans back, his tired eyes scanning the dimly lit facade. "Another night in paradise," he mutters, tapping his wedding ring against the dash. Scotty doesn't respond, his focus on the darkened doorway ahead.

Then the door explodes open, and a man barrels out into the night like a bullet. He's holding a handgun, and before the officers can react, he opens fire. Bullets shred the air, punching through the windshield, spraying shards of glass into the cab. Scotty takes the brunt of it, the stinging cuts across his face and arms snapping him into action.

"Gun! Get down!" Virgil shouts, fumbling for his revolver as he ducks low. Scotty, covered in glass, grabs his Glock 17 and fires six rounds through the windshield, the muzzle flash lighting up the cramped space. Five shots land, and the man staggers but doesn't drop.

The shooter reloads, and Scotty kicks open his door, rolling to cover behind the rear wheel. "Virgil, out!" he barks, motioning for his partner to follow. But Virgil hesitates, his body frozen in the seat as the adrenaline grips him. "Move, damn it!" Scotty shouts again, snapping Virgil out of it. The older officer scrambles out of the passenger side, taking cover behind the car's open door.

The two officers exchange fire with the gunman, bullets sparking off the asphalt and tearing through the night. Niall feels the sharp bite of a round grazing his left trapezius, but he doesn't stop. He fires off 13 more shots, hitting the assailant nine times. The man stumbles but keeps firing.

"Cover me!" Scotty yells, crouching low to peer beneath the car. Virgil lays down suppressing fire, his revolver barking in steady rhythm. Scotty sees his chance. He lines up his sights under the car and fires twice. The shooter, bending to aim, catches both rounds square in the head. He drops instantly, collapsing onto the pavement.

The air is thick with smoke and the metallic tang of blood. Virgil leans against the cruiser, his hands trembling as he reloads. "You good?" he asks, his voice shaky but steady enough. Scotty nods, wincing as he presses a hand to his bleeding shoulder.

The assailant is later identified as Thomas Strickland, a PCP-fueled drug dealer with a violent history. In the aftermath, it's revealed that Scotty fired 35 rounds, hitting Strickland 22 times, while Virgil emptied his revolver in a desperate bid to back up his partner.

For Scotty and Virgil, it was supposed to be just another call. Instead, it became a battle for survival, a brutal reminder that nothing is routine in South Eden.

October 24, 2006 - West Eden Tragedy

The night is heavy with the acrid scent of smoke as Officer O'Sullivan and his partner, Virgil Manning, respond to a call about a car crash and fire in West Eden. By the time they arrive, the vehicle's engine is already engulfed in flames, black smoke billowing out into the cool spring air. The faint cries of onlookers echo down the empty street.

"Damn it," Virgil mutters, finishing a donut as they approach the scene. "Where's the fuckin' Smokeeaters?"

The car, a late-model Karin sedan, has its cabin rapidly filling with thick smoke. Through the haze, he spots movement. Someone's inside. Without hesitation, he grabs his nightstick and smashes the driver's side window. The glass shatters, raining down in jagged shards as he tosses the baton aside.

"Virgil, get ready to help pull!" Scotty yells as he leans in, coughing from the acrid fumes. The driver, a young man in his 20s, is slumped against the seat, restrained by his seatbelt. Scotty draws his knife, slicing through the belt with one swift motion before dragging the man out of the burning vehicle.

Virgil is already on the ground, guiding the driver to safety. Scotty kneels beside them, his hands moving instinctively to check for a pulse. The driver isn't breathing. "Stay with me," Scotty mutters, starting chest compressions. After a tense moment, the man coughs violently, his eyes snapping open.

"Where's my boy!?" the man croaks, his voice weak but panicked.

Scotty freezes, his stomach dropping. "Boy?"

"My son!!!"

Scotty spins around, his blood running cold. The flames have spread, the entire front half of the car now ablaze. Without a word, he sprints back to the vehicle. Virgil grabs his arm. "Niall, don't!"

"Let go!" Scotty snaps, wrenching free. He smashes the back window with his baton, ignoring the searing heat radiating off the car. Smoke pours out, blinding him as he reaches in, feeling for the car seat. His fingers find the harness, and he fumbles with it, his breaths short and shallow. The flames lick closer, the heat unbearable, but he doesn't stop.

Finally, he pulls the infant free, cradling the child against his chest as he stumbles away from the car. The vehicle erupts in flames behind him, the explosion sending a shockwave through the air.

He lays the infant on the ground, his hands trembling as he starts CPR. "Come on, kid," he mutters, his voice breaking. Thirty compressions. No response. He tilts the child's head back, starting mouth-to-mouth. His breaths are desperate, pleading. But the child remains still.

Virgil kneels beside him, his face pale. "Niall..."

"Don't," Scotty snaps, his voice cracking. He keeps going, alternating compressions and breaths, tears streaming down his face. But after minutes that feel like hours, he stops, his hands hovering uselessly over the child's tiny frame.

The paramedics finally arrive, but it's too late. The young father sobs uncontrollably as Virgil pulls Scotty to his feet. The flames burn brightly in the background, casting long, jagged shadows across the pavement.

That night becomes a permanent scar on his soul, replaying in his nightmares like a cruel film. Despite saving the father, the failure to save the child haunts him, a dark reminder of the limits of his courage and humanity.

Narco Career

In May 2008, 33-year-old Scotty O'Sullivan was transferred to the Narcotics Unit after achieving the highest score on the Detective Civil Service Exam. However, this promotion also signaled the end of an era, as it meant parting ways with his longtime patrol partner, Virgil Manning, a veteran constable who had guided Scotty through the early years of his career.

Scotty's new partner, 25-year-old Aaron Levi, was a fresh recruit with just a year of experience as a patrol constable. Eager but inexperienced, Levi faced the daunting challenge of stepping into a high-pressure unit while working alongside a seasoned detective. The partnership symbolized a passing of the torch, as O'Sullivan transitioned from mentee to mentor in a role that would test both his skills and patience in navigating the escalating drug trade in Eden City.

2008

October 12, 2008 - The Heroin Bust

The Narcotics Unit had spent weeks preparing for a major operation targeting the Angels of Death NZL, a notorious biker gang entrenched in Eden City's underworld. Using confidential informants, Scotty and his team planned to stage two heroin buys in the gang's turf, hoping to gather enough evidence to climb the chain of command and ultimately arrest Samson Saint-John, the gang's elusive Sergeant-at-Arms.

The first buy took place in a dingy alley behind a rundown Ultra Booze liquor store in North Eden. The informant, jittery and sweating, exchanged marked bills for a bag of heroin while Scotty and Aaron watched from an unmarked car a block away. The signal was given, and the team moved in fast, apprehending the dealer without incident. The second operation, however, would not go as smoothly.

At a biker hangout near the clubhouse, the second informant approached a gruff-looking Angels of Death member. As the deal progressed, the suspect spotted the wire hidden under the informant's shirt. Chaos erupted. Guns were drawn, and the scene turned into a tense standoff. Niall and Aaron, positioned nearby, stormed in alongside backup, subduing the bikers and arresting two more low-level dealers.

Though the operations successfully netted several arrests, Samson Saint-John was nowhere to be found. His absence was a bitter pill for Niall, who had hoped to deal a decisive blow to the Angels of Death. The unit's frustrations only grew when lab results on the seized heroin came back. The substance was heavily laced with fentanyl, a synthetic opioid over a hundred times more potent than morphine. The discovery was alarming; even a small amount could be lethal.

The implications were clear. Samson and the Angels of Death weren't just distributing drugs; they were peddling death. The fentanyl-laced heroin posed a growing threat to the streets of Eden City.

Family

Scotty's personal life has been marked by tragedy and estrangement, shaped by the demands of his career and the violence it attracts. In 2016, he divorced his wife of nine years, Sapphire O'Sullivan (née Ladd), after years of tension caused by his obsessive dedication to his work. Scotty's relentless focus on dismantling criminal networks meant he was seldom home, leaving their relationship strained and ultimately unsalvageable.

Two years earlier in 2014, Sapphire gave birth to their only child, a son named Matthew, who quickly became the center of Scotty's world. Despite their marital struggles, Scotty cherished Matthew and made every effort to be a present and supportive father, though their divorce caused him to be left in the care of his mother. However, tragedy struck in 2017 when Sapphire was killed in a gang-related drive-by shooting—a completely random death as she was shopping for groceries. Her death left Scotty devastated but resolute, strengthening his resolve to bring justice to Eden City.

Since Sapphire's passing, Scotty has retained custody and raised Matthew as a single father, forging a close and unbreakable bond with his son. As of 2024, Matthew, now 10-years-old, remains Scotty's primary source of strength and motivation. At 48, Scotty has long given up hope of finding a new partner. The losses and hardships in his personal life have left him emotionally guarded, unwilling to risk more heartache. Instead, he has dedicated himself entirely to his career as Chief Constable and to his son, Matthew, who remains his unwavering source of pride and purpose.

Relationships

Virgil Manning

“Virgil's been through hell and back and is probably older than hell too, but he's still sharper than half the force. If you've got a problem no one else can solve, you call Virgil Manning. Though he is hard to understand, what with his voicebox busted.”

Virgil Manning is a retired narcotics constable from the Eden City Constabulary, known for his sharp instincts and relentless dedication during his 49 years of service. During his years on patrol, Manning partnered with Scotty O'Sullivan, showing him the ropes and helping shape him into the cop he would become. Born on October 3, 1954, Manning's career was cut short when he was severely injured in the line of duty, sustaining a gunshot wound through the larynx that led to his disability retirement one year before his 50th anniversary.

Despite his injury, Manning remains a close confidant of Scotty O'Sullivan, offering seasoned advice and moral support. Though retired and at the age of 70, Manning occasionally consults on difficult cases to assist his friend in tackling Eden City's escalating drug trade. His gruff demeanor, storied career, and gritty past make him a respected figure within the force.

Aaron Levi

“Aaron was fresh on the force when I first met him. He was green as grass but had this eagerness that reminded me of myself. Aaron's not perfect, and he has his demons, but the man has guts. That's not something you see in everyone, and it's something I respect about him to this day. Even after all the mistakes and bruises... hell, especially after them, he keeps moving forward. In a job like this, sometimes that's all you can do.”
