The Stanier Decommissioned is essentially a civilian variant of the Police Cruiser, though its design is more similar to the Unmarked Cruiser. Like its service variants, the Stanier Decommissioned is based on the 1998–2011 Ford Crown Victoria Police Interceptor. The default rims resemble the hubcaps found on the 2007–2011 Ford Crown Victoria.
The Stanier Decommissioned shares the exact same design as its service variants, as well as the same interior. However, as it is a decommissioned police vehicle, it has been fully stripped of any police equipment, meaning it lacks emergency lights, a spotlight, a police radio, a pushbar, and a rear partition. In addition, the "POLICE CRUISER" badging on the trunk has been removed, and the grille trim is now chrome like the Taxi.

The Stanier Decommissioned shares the same performance as its police variants, including a slightly higher top speed due to reduced drag, a perk shared by the Unmarked Cruiser. The vehicle's suspension is also "bouncier" than the other Staniers for unknown reasons, though this is very slight, is barely noticeable, and does not appear to affect the vehicle's performance.
Like all the Stanier-based cars, the Stanier Decommissioned is powered by a twin-cam Inline-4 laid longitudinally, coupled to a 5-speed gearbox in an front-engine, rear-wheel-drive configuration. It shares its engine sound with its police variants.
