Stop A Gang War! is a mission in Grand Theft Auto: Four's a Party given by James Wagner to player character and friend Elena Salazar. It can be started by wearing a yet-to-be used disguise set between 1200 and 1550 hours.
Plot[]
Elena received a call from James to tell her that he was just contact by their institute contact and told him that he has tasked Jack with starting a gang war between the Anywhere City Yakuza and the Carjackers which alarms Elena as there was enough gang on gang violence in the city to create more and decides that it was time to do away with Benny and Jack. James agreed and told her that he wasn't able to locate him, but Elena told her to send her the app to hack into the traffic cameras in which she heads over to a TW@ to use a computer to use the app and was able to locate Jack in Mongolian Heights.
Elena intercepts Jack as he was accompanied by armed Loonies and engaged Elena in a gun battle while he fled the area forcing to Elena to locate Jack Speed before he got away and confronts him. Jack attempts to flee from her by ascending an apartment complex but was eventually cornered by the elevator as she attempted to convince him to not go through with it, however, he said that no amount of chips will buy him off this time as he and Benny were being offered the deal of a lifetime in which he refuses to give up, however, she remarked that he can't collector on the deal if he was dead before killing him. She heads for the Institute afters in Asylum Flats and was contacted by the informant directly identifying herself as Doctor Kiara Mainesly as she reveals that surprised that she was able to locate Jack.
Elena told her that she dealt with Jack and got rid of him to her surprise as he was supposed to bait her into Carjackers' territory in order to get rid of her as part their deal. Elena asked why she would take the deal in which Kiara revealed that she has several ethics violations in which she received the offer to have it all destroyed. Elena told her that she was going come in and take care of both her and Benny to which she wished her luck as she will have security waiting for her.
Elena fights through the security and manages to confront Kiara in her office as she scolds her for betrayal her give what she was being and how much she was being paid for her information to which Kiara told her that she was promised more than Elena could offer. Elena told her that her ghost will have to collect on the promise before shooting Kiara dead before going after Benny.
After fighting to Benny's room; Elena finally confronts Benny under her Maverick pseudonym to tell him that his plans to start a gang war was at an end to which he told her that he was bored and wants to spice up Anywhere City. Elena angrily told him that Anywhere City was fine the way it is as a gang war as the FIB, DOA, BON, and the TEDFAC were already in town thanks to the Carjackers. Benny laughed at her and told her that all that matters was money and that increasing the crime rate will mean more funding to the cops which means more money to steal to which Elena retorts that it will also make it harder to do business to which Benny told her that she was just an NPC and as such why should he care to which Elena told her that he wasn't the main character, but she wasn't an NPC either as she shot him in the leg much to his shock as he retorted that he was only trying make the city less boring. Elena proceeded to shoot Benny Strait in the neck.
After fighting her way out of the institute and losing the cops; Elena contacts James to tell him that Benny, Kiara, and Jack have been dealt with to which he proclaimed that it will bring the other Speed brothers into play but Elena told him that she believes they can handle them.
