The city has been overtaken by a coalition of menacing organizations such as Yoru, a private military, Nintai-ryoku ga nai, a violent and destructive gang and the Tokyo Hills, a mysterious gang and the main antagonists of Grand Theft Auto: Brigade. Tokyo has been overtaken by organized crime and tyrannical Yoru officers deport innocent people from their homes.
