The Ultimate Tactical Unit detention center (Māori: Whare o Utu), shorted to UTU, is a maximum-security prison located outside Eden City, New Zealand.
Built over the historic Papariri Pā, the prison was commissioned by Scotty O'Sullivan in 2022, head of the Eden City Constabulary and its feared Anti-Defiance Squad, as part of an aggressive crackdown on gang activity and political unrest, initially pitched as a way to relieve New Zealand's overcrowded prisons.
Following O'Sullivan's coup d'état on November 21, 2024, and the imposition of martial law, UTU became the final destination for convicted gang members, political dissidents, and anyone deemed a threat to the regime.
