Description[]
Upstate Liberty is a feature included in Liberty City Inside, which is a part of Grand Theft Auto: Deleted Scenes.
Upstate Liberty was referenced in GTA III and GTA: LCS, based on 3D Universe, but players never could visit. However, for more contents in GTA III, Upstate Liberty is added and can be visited from Liberty City via various ways.

Geography[]
As described in GTA III and GTA: LCS, Upstate Liberty is connected with Liberty City via Upstate Tunnel. So players can visit Upstate Liberty via a small road in the middle of Upstate Tunnel. At the end of road, there's a middle-sized town named (undefined) which is also at the hillside like Shoreside Vale.
From the (undefined), there're lots of smaller and rural towns at Upstate Liberty can be visited via very long highway, named Wheel of Liberty. Those towns' sizes are similar with rural towns in GTA: SA - Palomino Creek, Blueberry, Montgomery, Dillimore.
Because Liberty City Inside imported the engine from GTA: VC, players can visit these new neighborhoods via motorcycles and helicopters. However, to keep GTA 3's original concept, these convenient vehicles will be unlocked only after completing GTA III's last mission, "The Exchange".
Neighborhoods[]
Alcayde[]
It's based on Albany, New York.
Alcayde is a capital city of State of Liberty. However, its infrastructure is not good as Bastardo.
Bastardo[]
It's based on Buffalo, New York.
Bastardo is second biggest city in State of Liberty. Bastardo prospers with tourism and has Narcissus International Airport because it's next of Narcissus Falls.
Hookersbottom[]
It's based on Cooperstown, New York.
Like in real-life rendition, Hookersbottom has National Baseball Hall of Fame and Museum and archives lots of various things about baseball. Ironically, because of this fact, this place was robbed many times.
There's a gang named (undefined) and they act as baseball fan club.
Wheel of Liberty[]
Its name and shape are loosely based on Chicago Loop.
Wheel of Liberty (shortly "the Wheel") is four-lane highway and connects every rural towns in Upstate Liberty.
Lycaon Island[]
It's based on Rikers Island.
Lycaon Island is a biggest prison in Liberty City. Claude, 8-Ball and other notorious prisoners were jailed in here, but most of them is released or escaped.
There's a rumor that guards are offering dead prisoners' meat to local businesses for filling their pocket.[1]
Narcissus Falls[]
It's based on Niagara Falls.
Unlike real-life rendition, Narcissus Falls doesn't have Canadian side.
